上周六在第一次核心会议召开地的桂林路避风塘，
迎来了DX俱乐部的一些核心和重要会员。为了
BY4DX成立2个月来的小结和制定面向2010年的目标，
大家其乐融融坐在一起，举行了年末的茶话会。

一、BD4EXL由于个人原因，退出BY4DX核心团队

二、2010年BY4DX的设备投资和运作方式：
明确了BY4DX的产权为各个出资者（核心会员）
2010年内不再重点讨论融资或者集资事宜。
所有核心会员提供自己愿意提供的设备，以免费提供使用权方式
对应电台需求。2010年1月份制定并出台发展预算基金，并统计
和集合BY4DX能拥有的使用权设备情况（另文联络)

三、2010年BY4DX目标
1.远征活动：以BG4GMA为责任人，目标为1年4次。
BG4DYH和BG4EYW提供外联支持，BD4AHF负责远征中的通讯活动内容，
BD4AQR和ON6WFO作远征活动中的硬件，预案等支持。

2.培养OP：以BD4AHF为责任人，具体实施大纲如下：
A 2010年1月起，每3周一次在BY4DX的开放活动时进行常规通联培训。
事先会在值班公告中公布培训内容。

B 2010年继续保持每周值班制度。每位核心会员有遵守值班时间和安排的义务。
值班通讯方面，窗口向BY电台频点倾斜，优先树立在BY频点的窗口概念。

C 积极组织或参加BY4DX的成员2010年各项较大规模的DX比赛。
除以BY4DX的名义组织参赛以外，积极进行外联活动，以个人或者
小团体形式参加上海周边或其他地区的竞赛台、远征、野外通联等
通讯（尤其是短波通讯）活动。




Dear Core Member / Regular Member, 

Last Saturday we have the first core meeting of DX club, in which most core member and some regular member took part. It was also annual party for 2009, we are happy gathering together and have a review for past 2 monthes since BY4DX established and plan for 2010 target.

Attendee: BG4GMA BD4AQR BD4AHF BG4DYH BG4DXS ON6WFO,BG4EYW,BG4HGI

a) Due to personal reason, BD4EXL will quit core group from now on, and keep as regular member.

b) Funding and operating mode.

Agreement on that original owner (core member) owns each property as personal property. Within 2010 financing and fund raising will not be the prior consideration. Each core member can share own equipment from willingness, provide free access priviledge to BY4DX for each club radio station activities.  By Jan of 2010,  future budget plan will be set and papered, and a review about equipments that we already have access priviledge will be finalized. 

c) Target for BY4DX 2010

1. Expedition
AR: BG4GMA   Target: 4 times within 2010
BG4DYH/BG4EYW responsible for consulting, BD4AHF responsible for QSO part, BD4AQR/ON6WFO support for hardware and detail plan.

2. OP training
AR: BD4AHF  Plan: 
A. From 2010 beginning, training on regular QSO on BY4DX opening time once per 3 weeks. Training content will be published in duty announcement in advance.
B. Duty role continues for 2010. Each core member is responsible for club radio station duty on time. BY4DX callsign will be prior on duty time.
C. Take active action to join or to take part in main DX contest in 2010. Not only can we join contest with BY4DX callsign and equipment, we can also join other radio station nearby for any contest, expedition, field communication, especially on HF, and by personal or group name, to support their QSO or just to study.

BD4AHF will issue 2010 DX schedule by the end of Dec.
